Highways Agency CHARM PIN and PCP

CHARM PIN

Highways Agency (England) and Rijkswaterstaat (NL) have teamed up to form a consortium called CHARM, in order to have a new generation of traffic management (centre) systems developed, that may be jointly purchased. In order to provide assurance to the programme a Sounding Board has been assembled from other national network operators, presided by Flanders Department of Mobility and Works (MOW). 

BACKGROUND

A business process comparison between the 2 authorities was performed in 2011 and global system requirements are currently being drawn up.

HA and RWS aim to present a well-substantiated business case for future TMC procurement to their respective boards by the end of 2012, based on industry consultation.  Selected innovations will be developed in a parallel pre-commercial procurement (PCP) process (2013-2015).

PROPOSED SYSTEMS

The system will:

  • To a high extend support HA and RWS traffic management processes, currently and within the foreseeable future.
  • Enable operational resilience (in case of fire, power failure, etc.).
  • Support an aspiration to move towards a managed service model.Promote functional development during the operational phase, and prevent vendor lock-in.
  • Enable the total cost of ownership to be reduced significantly from the parties' current generation of traffic management centres.

Large parts of the systems will be based on existing international standards and/or assembled from Commercial Off-The-Shelf (COTS) products in various domains.

The CHARM consortium wishes to consult suppliers in a wide range of industries on existing solutions and solutions that can be deployed to meet their needs.

EVENT

The CHARM consortium would like to invite all interested parties to an industry event led by senior representatives from the consortium. This event will be held at Intertraffic Amsterdam on 29/3/12 commencing at 10:30 and finishing at 12:30. The event will provide an overview of the objectives of the CHARM programme and invite responses from interested parties.
