We’re pleased to attach here an invitation to tender for a new project under the European Commission, Directorate General for International Cooperation and Development – EuropeAid. It is worth up to €11m in 2017 and is expected to be followed by a larger procurement for 2018 and beyond. The deadline for Expressions of Interest is 12 February at 0900 Brussels Time.
As you may already be aware, the UK Government has recently established a UK/EU Funding Unit, which will support UK access to EU external funding. The Unit has five staff based in London and Brussels, and has an MoU with Northern Ireland Co-operation Overseas (NI-CO) to provide bidding and programme management expertise. The Unit and NI-CO can support UK organisations to form consortia, which must be led by an EU Member State government organisation, and assist in completing the necessary paperwork.

indicating which elements of the project you are interested in delivering, which key experts you intend to call upon and the experience/expertise you would bring to this bid.
Bids will be looked on favourably if companies have experience of:
Working in East Africa, West Africa, Southern Africa or the ASEAN countries
Developing National Cyber Strategies for industry or Government in the above areas
Establishing Cyber Emergency Response Teams
As any bid must include at least two EU Member State government organisations, it would also be helpful to know if you have any existing partnerships or have worked on similar programmes in the past with international partners.
