Summary of this ITT
There is an increase in the use of wireless communications within the railway domain. This applies for both support of travellers as well as the day to day operations of railways, with an increase in wireless communications between rolling stock and track side.
For safety related applications, railway has introduced GSM-R. But for remote areas and large areas this requires large financial investments.
An alternative could be provided by satellite telecommunications. However, to introduce satellite communications in safety applications, certification is necessary. To be able to certify satellite communication for railway safety applications, an understanding of the certification regime in the railway domain has to be evaluated to define a framework specifying the organisation, methodology and processes to be put in place to certify satellite communications for the railway domain.
To realise the framework, the following shall be addressed in the study: -
Identification of potential applications and services supported by satellite communication,
Analysis of the certification regimes in different countries in Europe, and establishment of the certification requirements for satellite communication solutions in the railway domain,
Description of the elements of the satellite communication domain, which is relevant for certification, e.g. organisation, operations, processes and procedures, technologies and their development life cycles, product and quality assurance, quality of service,
Establishment of an organisational and procedural framework for the certification of satellite communications in railway,
Compliance of existing satellite communication solutions with the certification requirements, and recommendations adopting the existing systems and services to meet the certification requirements.
